misyonu ancak sektörün kalbinde yer alan SBM gibi bir
organizasyon üstlenebilir. Doğal olarak bu misyonu yerine
getirmek için de en büyük ihtiyacı bu sektörden gelecek
veriler olacaktır. İşte tam da bu nedenle SBM ara ara
sektördeki paydaşlarından yeni veri tipleri talep etmektedir.
Tabii bunları alabilmek için ve/veya aldığı verileri daha
faydalı hale getirmek için gerekli altyapı ve servisleri
geliştirmek veya güncelleştirmek amacıyla da çeşitli
projeler ortaya koymaktadır.
Projeleri neden yönetmeliyiz?
İlginç bir soru gibi gelse de aslında tamamen IT alanında
çalışan şirketlerin dahi birçoğunda projeler aslında
yönetilmiyor, bir şekilde ilerletiliyorlar. Bunun kanıtı için

IT projeleri araştırmalarına
ve 2013 yılında yayınladığı
“The Chaos Manifesto”ya
bakmamız yeterli olacaktır.
Rapora
göre,
2012
yılında dünya genelinde
gerçekleştirilen IT projeleri-
nin sadece %39’u başarılı
olarak tamamlanmıştır. Projelerin %18’i tamameb başarısız
olup iptel edilmiş, %43’lük kısmı ise ya bütçe veya zaman
planını aşmış ya da istenen kapsamda/kalitede sonuç
üretememiştir.
Projeleri Başarısızlığa Götüren Nedenler Neler?
Projelerin, proje yönetim zaafiyeti nedeniyle iflas ettiği
sonucunu destekleyen bir diğer araştırma ise Price
Waterhouse Coopers’ın 2012’de yapmış olduğu global
anket çalışmasıdır. Bu araştırmada projelerin %61’inin
başına gelen bu kötü sonun nedenleri araştırılmıştır.
Sonuçlara göre ki başarısız olan projelerin

görebileceğiniz üç temel nedenden biri sebebiyle başarısız
olmaktadır.
Oysa doğru uygulanan bir proje yönetimi sürecinde bu
durumların hepsini engelleyebilecek şu unsurlar mutlaka
bulunmak zorundadır:

2. Amaç ve kapsamı net ve kesin hale getiren bir Proje
Beratı
3. Yönetim dahil her
seviyede kesintisiz
senkronizasyon

Planları
are developed exactly with that in mind. Because only an
organization like SBM, situated at the heart of the section,
can assume such a mission. And naturally its biggest input to
fulfill this mission would be the data coming from the sector.
And exactly for this reason, SBM requests new data types
from the stakeholders in the industry. And in order to collect
this data and/or to make the data collected more beneficial,
SBM develops numerous projects with the goal of developing
the required infrastructure and services.
Why should we manage these projects?
Even though it may sound like a weird question, even inmost IT
companies, projects are not managed but forced to progress
somehow. As an evidence of that, it would be sufficient for us
to check out the work titled “The Chaos Manifest” published by
the Standish Group as well
as the IT project research
carried out globally by the
same group for the last 18
years.
The report indicates that
only 39% of the IT projects
initiated worldwide in
2012 could be finalized
successfully. 18% of the
projects were complete failure and were canceled while 43%
of them exceeded their budgets or couldn’t be finished within
the allotted time frame or failed to produce the outcome with
desired scope/quality.
What are the reasons that cause projects to fail?
Another study that supports the conclusion that projects fail
due to lack of proper project management was the global
survey conducted by Price Waterhouse Coopers in 2012. This
study researched the causes of the failure of the 61% of the
projects.
According to the findings of the study, 58% of the projects fail
due to one of the reasons indicated in the graph. However, in a
properly executed project management process, the following
factors that can prevent all of these causes should be present:
1. Detailed project plan that gets deeper on a continuous
basis.
2. Project Charter that clearly and precisely defines the
purpose and scope of
the project.
3.
Stakeholder
and Communication
Plans that allow
synchronization at
all levels including
management.
